In its Phase II, it will  create the Science Town which is small but high-quality, and of the international level, integrating residential and commercial functions . It consists of two sections: A and B. Section A includes the intelligent and ecological valley, the life and health valley and the scientific innovation valley, as well as a residential area; while Section B is reserved for future development.

The overall development strategy of the Project is to promote industries by means of urban development, and integrate industries with the city. In the future, it will introduce such new and high-tech industries as biomedicine, AI, big data and cloud computing, mainly serving medium and large-sized enterprises and growth-type high-tech enterprises as well as elites in the industries. It will introduce foreign advanced investment, operation and management models with an aim of building itself into a science park featuring a vertical garden, with high greening coverage and eco-friendly environment; also it will be equipped with such supporting facilities as restaurants, health clubs, leisure business and residential buildings so as to satisfy the people concerned by providing one-stop work, leisure and life facilities.
